Repeated hard drops due to power loss can corrupt the SD card. If the power doesn't come back on cleanly, you may fry the PSU (due to voltage spikes), and could--potentially--take out the Pi as well (depending how the PSU fails).

I can think of several reasons why you get these power problems in wet weather. It could be anything from water getting into distribution equipment (switches and transformers), to general, intermittent shorts, to lightning strikes on or near power lines. All of those can lead to sags, short drops, and surges. It's mostly the surges that will do actual damage. I can't tell you what to do, but if I were in that situation, I'd want as much protection as I could afford between the wall socket and my Pi. I live where power is reasonably reliable, but even here, *everything* electronic I run--modem/router, data switches, KVM switches, printers, Pis and other computers--is behind a UPS and surge protector.
