Doesn't anyone have a multimeter to test the voltage of the 3.3V and the resistance?

It isn't shorted. If you're seeing 3.26V and a green screen when using recovery image then there is nothing wrong with the 3.3V power circuitry.

My connected Raspberry PI 5 is consuming 3.24W.
No HDMI signal appears.
The TV recognizes an active device.
But the Raspberry PI does not.
