Probably, but you don't know what faults your Pi has so it may not work with that board. Bear in mind that hat is the same price as a used replacement 3B on ebay.
If you are thinking of buying that hat, run the GPIO test program first.
The drivers for that hat may use up more memory on a Pi that is already memory restricted. There will probably need to be some configuration which may result in your SD not being compatible with other Pi's
Note my extensive use of the word "may" and "probably", I don't know those things are true.
