Your expectation is right. I averaged the temp over ten idle minutes for 1500MHz and 500MHz and the result was exactly the same with my simple program (which rounds to whole numbers because I thought the fractions of degrees in /sys/devices/virtual/thermal/thermal_zone0/temp appeared so random as to be meaningless).Can you say what the reduction in idle temps is due to the reduced idle frequency?
My expectation is not too much.
As you noted, the core voltage remained unchanged.
