It has to be the standard as almost all modern MCUs are build using the same processes at TSMC that RPL (and Broadcom for the big Pis) use, so they are bound to all have the same 5V tolerance characteristics and limitations.Yeah, this kind of 5V "tolerance" is the de-facto industry standard for a really long time.
Microchip is one exception who make MCUs in their own fabs, and they do have different 5V characteristics of course. Infineon's automotive processors are another, and there used to be a few examples in STM's huge range.
