Normally, after shutting down the Raspberry Pi, it will stay shut down. We recommend using a multimeter or oscilloscope to check if the 5V voltage on the Raspberry Pi drops when it's shut down. If the voltage drops and then rises again, causing the Raspberry Pi to boot up, there's a problem with the POE HAT. We recommend contacting Waveshare technical support for assistance.
