I just downloaded and installed the Windows version of the latest RPi v2.0.0 imager. If I use it to write an OS image that I've already downloaded to the local machine, the customisation option is greyed out, and I can't set hostname, localisation, WiFi, remote access, etc. If I choose an online image, then I can set the customisation options. However, I don't want to be downloading an image each time I write one.
I had to revert to the v1.9.6 imager in order to be able to set customisation options with an already downloaded OS image.
This was discussed a lot with the developer during Beta Testing of v2.
The current position is summarised here - OS Customization broken for custom images - https://github.com/raspberrypi/rpi-imager/issues/1302
