Thanks for the help! I've figured out my issue.
After a little debugging I realized I was making a silly error in my configurations. In my config.txt file I had put the key instructions of "dtparam=i2c_vc=on" and "dtoverlay=i2c-fan,emc2301,i2c_csi_dsi" in the section marked "[cm5]". I previously thought that the bootloader would read the entire config.txt file but it turns out it only reads the sections related to the actual hardware I'm running, which does make sense. I moved those commands to the "[all]" section and I'm able to see the fan on the i2c bus now. Thanks again!
