i dont think the tusb1046 is asking about the usb source/sink role.... i think for my initial this wont be a problem as i want to make a carrier board for the cm5 that only has a single usb c port on it that you plug in to a usb c dock for power break out to a usb hub and Display.
Oh, yes, you will need this right from the beginning. Remember: The CM5 does not have a USB3 device - the OTG port is USB 2 high speed only. USB3 is host only, and you must not feed power into an USB3 host port unless you have a valid PD power reversal contract. Trying otherwise will either break things or make you non-compliant.
